Appears in a newspaper article on on 30 November 1859 at at Blackburn, Lancashire, England, INSUBORDINATION IN THE WORKHOUSE.
At the borough police court, on Saturday last, before T. Hart and C. Parkinson, Esqrs., Halstead Pemberton was charged by Mr. Walmsley, governor of the workhouse, with using in- sulting language at the workhouse to Nathan Knowles.— Nathan Knowies said that the prisoner had accused him of telling tales to the governor. The prisoner was going to the petty, and said to witness, " Go and tell the governor what I am going to do." The prisoner, in answer to the charge, said " I never spoke to Knowles to insult him. I never do speak to him but he goes and tells the governor five times more than I say. Kuowles had been trying to entice a woman to him, so that he might get his ends upon her. Another man has been behaving indecently with a woman that is not right. If a man looks sideways that Knowles reports it to his master."— The Bench : You ought to have reported these things to the governor.— Witness : The governor has had these things reported to him, but the governor dare not say a word for the sake of you know what. But Knowles, if he saw a man doiug anything at all, would go and tell anything for the sake of a penny or a glass of ale. Knowles was allowed to go out on a Sunday, and he never returned to the house without being intoxi- cated. There was never a Sunday but Knowles was in- toxicated. I have never been intoxicated. I told Knowles what I did, so that he might not report more. The governor's conduct is public. The union workhouse just now is just like a common bawdy house. The governor was setting an example as scandalous as ever I saw in my life. — The Bench : You have your remedy by reporting these things to the committee. — Prisoner : It has been reported to the committee, and kept quiet. So long as the governor will do these things himself, he is like to encourage others to take the scandal from his own back. That is just its character. — The prisoner was committed to the House of Correction for seven days.5
